New Libyan President Mohammed el-Magarief lauded Filipino nurses and medical workers in Libya for their important contribution to Libyan society, the Department of Foreign Affairs said.
 
DFA spokesman Raul Hernandez said the Libyan leader made this acknowledgment when new Philippine envoy to Libya Oscar Orcine presented his credentials to him last Oct. 22.
 
"(The) President of Libya acknowledged (the) contribution of Filipino workers to Libyan society during Ambassador Oscar Orcine's presentation of credentials," Hernandez said in a post on his Twitter account.
 
During the tension in Libya, many Filipino medical workers had chosen to stay behind and tend to the injured.
 
A separate news release on the DFA website said the new Libyan leader also stressed the Ambassador's role in enhancing relations between Libya and the Philippines.
 
He likewise wished Orcine success in his mission in the new Libya, the DFA said.
 
Peace process
 
During his audience with el-Magarief, Orcine conveyed to him the greetings of President Benigno Aquino III and of the Filipino people.
 
He also thanked him for Libya's significant contribution to the peace process.
 
Libya was a member of the International Monitoring Team looking into the ceasefire between the Philippine government and the Moro Islamic Liberation Front.
 
For his part, Magarief cited the long-established and friendly relations between Libya and Philippines since 1976.
 
He acknowledged the signing of a framework peace agreement between the government and the Bangsamoro "as a significant milestone in establishing enduring peace and development in Mindanao."
 
Orcine also expressed the Philippines' continuing commitment to the march to freedom and democracy of the new Libya and conveyed the country’s best wishes for the Libyan people.
 
"He also thanked Libya for giving protection to the thousands of overseas Filipino workers (OFWs) evacuated during the revolution last year as well as to the Filipino nurses and other medical, teachers and skilled technical workers who chose to remain to carry out their duties in numerous hospitals and worksites and camps in Libya," the DFA said.
 
Orcine also expressed his resolve to promote excellent relations between the two countries by pursuing agreements and implementing cooperation in different fields: political, health, labor, education, human resources, information and communications technology, investments, tourism and commerce, socio-cultural, and others. –KG, GMA News

MANILA, Philippines - Despite the existing deployment ban, the Iraqi government wants to hire Filipino doctors and nurses.
Health Secretary Enrique Ona said yesterday that Iraqi Ambassador Wadee Al-Batti had paid him a visit, asking permission to hire some 1,000 to 2,000 Filipino nurses and doctors.
“The opportunity of our health workers to go abroad is really big because the worldwide demand is tremendous,“ Ona said.
He said Al-Batti expressed the intention of the Iraqi government to get the services of these health professionals.
“They want as many nurses as we can give them. But the problem is the hostile situation there. There is a ban there and the only thing we want also to be sure of is the safety of workers. We want to make sure that they are safe,” he said.
Except for the Kurdistan region, a deployment ban is in effect in Iraq.
The ban was imposed following the kidnapping by Iraqi rebels of Filipino worker Angelo de la Cruz in July 2004.
The kidnappers had demanded the pullout of Philippine troops from Iraq.
The government yielded to the demand, which resulted in the safe release of De la Cruz on July 21, 2004.
Meanwhile, Rustico Jimenez, president of the Private Hospitals Association of the Philippines, said there are also demands for healthcare professionals in India.
“For the past two years, every time there is a meeting of all hospitals all over Asia, they (Indian hospital officials) would ask me for 200,000 nurses and other healthcare workers,” Jimenez said, adding that during a recent seminar on Hospital Management Asia in Vietnam, he was again reminded of this.
Aside from doctors and nurses, medical technologists, radio technicians and pulmonology physical therapists are also in demand in India.
Jimenez said he had already informed nurses’ organizations of the job opportunities but there were no takers.
Ona said the government is doing its best to improve the benefits and working conditions of healthcare workers so they would not be lured into working in foreign hospitals.
“We really have to make our health system robust and to do that, our Philippine Health Insurance System must also be robust,” the health chief said.

The Philippine Consulate in Toronto, Canada warned on Thursday Filipino nurses against offers for non-existing jobs and asking them to pay fees for “coaching interviews” and seminars as a prelude to employment.
Consul General Junever Mahilum-West described as a scam the alleged job offers from Toronto hospitals, including the Shouldice Hospital, in which the applicants were asked to pay P3,888 for “coaching interviews” in the Canadian Embassy in Manila as a prelude to a two-day seminar.
Shouldice Hospital in Toronto has denied making any job offers, Mahilum-West said.
She said Shouldice Hospital has received about 100 e-mails and telephone inquiries about the coaching interviews that would lead to employment in its hospital in Thornhill, Ontario, which is not true.
An alliance of migrant organizations said the unemployment problem in the Philippines has turned from bad to worse and
government announcement of a plan to stop forced migration of Filipino workers within five years is a sham.
Migrante International said results of a survey by the Social Weather Station last August showed that the unemployment rate had increased to 29.4 percent in the third quarter of 2012 compared to 26.6 percent in May this year.
“The plan of the Aquino administration to stop peddling Filipino workers abroad within five years is wishful thinking in the face of worsening unemployment in the country,” said John Leonard Monterona, Migrante Middle East regional coordinator.
Migrante disputed the claims by the Labor Department that the unemployment problem in the Philippines was due to a job mismatch.
Monterona said about 4,200 Filipinos were leaving daily to look for jobs abroad compared with just 3,200 two years ago.
“The number of Filipinos forced to leave the country will increase to around 3 to 5 percent from the current base figure of 4,200 daily in two to three years time,” Monterona said.
He said the survey results were “a slap on the face of Aquino and his labor honchos.’’ With Sara Fabunan

MANILA, Philippines - The new US Patient Protection and Affordable Care Act or “Obamacare” could possibly help revive America’s demand for Filipino nurses, a lawmaker said yesterday.
LPGMA party-list Rep. Arnel Ty, author of a bill that seeks to increase local employment opportunities for idle Filipino nurses estimated at 300,000, said Obamacare may perk up US demand for foreign nurses.
He said Obamacare will increase by around 10 percent the number of Americans seeking health care.
“This will hopefully spur a bit US demand for new foreign nurses and other health practitioners such as pharmacists, physical therapists, medical technologists, radiologists, and speech pathologists,” Ty said.
Sustained by the US Supreme Court recently, Obamacare will provide health insurance to all Americans who are not currently protected against the risk of incurring medical expenses.
The lawmaker said some 30 million Americans are expected to enjoy access to hospitalization and treatment as well as diagnostic and outpatient services on account of the new US law.
He said for decades, the Philippines has been America’s top supplier of nurses, followed by India, Canada, South Korea, Puerto Rico, Nigeria and Cuba.
However, US hiring of Filipino and other foreign-educated nurses has slowed down since 2010 as a result of steep cutbacks in federal, state and local government subsidies to hospitals and nursing homes, Ty said.
Due to persistent corporate layoffs, the lawmaker said that fewer Americans are enjoying employer-sponsored health insurance.
The US has been producing more nurses on its own. From January to September this year, America produced 156,130 new nursing graduates.

Pinoy nurses seeking US jobs drop
Meanwhile, the number of Filipino nurses seeking to practice in America by taking the US licensure examinations continues to drop.
Citing data from the US National Council of State Boards of Nursing Inc., Ty said only 2,662 Filipino nurses (excluding repeaters) took the NCLEX for the first time from January to September this year.
The number is 39 percent lower compared to the 4,354 Filipino nurses who took the NCLEX in the same period in 2011.
A total of 147,743 Filipino nurses have taken the NCLEX since 1995, without counting repeaters.

THE Philippine Nurses Association (PNA) was founded on September 2, 1922, as the Filipino Nurses Association (FNA) to promote professional growth and the attainment of highest standards of nursing. It was accepted as a member of the International Council of Nurses (ICN), with 125 member countries worldwide, headquartered in Geneva, Switzerland, in a Congress held in Montreal, Canada, on July 8-13, 1929. In 1966, the FNA was renamed PNA.




In 2003, the PNA was awarded as the “Most Outstanding Accredited Professional Organization” by the Professional Regulation Commission (PRC), besting 40 other professional associations. On September 30, 2008, it was named the “Most Outstanding National Health Provider Organization” by the Council of Health Agencies of the Philippines.



The PNA had 61,524 lifetime and regular members as of September 15, 2012. It continues to fortify its members’ accord around the nation through its democratic and participative leadership. This year, it is again a finalist for the PRC’s Most Outstanding Accredited Professional Organization.



With the theme “Inspiring the Filipino Nursing Workforce Towards Equity and Access to Health Care,” the PNA this year celebrates its 90th Foundation Anniversary, 55th Nurses Week, and holds its National Annual Convention on October 23-25, 2012 at the Historic Landmark Manila Hotel.

Francois Neil Dantes is just one of a group of nurses preparing to come to Finland assuage the labour shortage in the health care sector.



Like others before them, these nurses have participated in an intensive language training programme to ensure that they can integrate into Finnish professional life.


There are currently about half a million jobless nursing professionals in the Philippines. Many of them are even prepared to pay hospitals for the opportunity to gain much needed experience.


Greener pastures abroad

More than 10 million Filipinos have left their country looking for greener pastures elsewhere. They represent one tenth of the population.


They are also the bedrock of the economy: last year they sent home more than 15 billion euros in remittances. Without these transfers, the economy would collapse.


Francois Neil Dantes and others like him also want to help their families at home. Their earnings abroad can help siblings go to school and fund daily expenses.


Ironically, in spite of the glut of skilled workers like Dantes, Filipino authorities are struggling to provide basic health care for the majority of citizens.


Spanish workers report for duty

On Monday a group of 14 of Spanish nurses reported for duty in the Satakunta region of western Finland. They have been deployed in the private and public sectors, performing auxiliary nursing tasks in care homes.


With about quarter of the population unemployed in Spain, many young adults have begun to look abroad for job opportunities.


In the last nursing recruitment drive in Spain, Finnish municipal authorities received more than 2,000 applications.

DELANO, Calif. — Dozens of Filipino hospital workers in California will share a nearly $1 million settlement in a lawsuit claiming they were targeted by a rule requiring English only at work, federal officials said Monday.

The settlement involves nearly 70 nurses and medical staff members who accused Delano Regional Medical Center in Kern County of banning them from speaking Tagalog and other Filipino languages while letting other workers speak in their native languages, including Spanish, the U.S. Equal Opportunity Employment Commission announced.

The lawsuit, filed jointly by the commission and the Asian Pacific American Legal Center in 2010, accused the hospital of creating a hostile working environment for Filipinos by singling them out for reprimands and by encouraging other staff to report them.

The medical center defended its English-only policy as essential to patient care. In a written statement, officials said the hospital did nothing wrong.

Under California law, employers can require workers to speak English if there is a business necessity.
For decades, thousands of nurses from the Philippines have migrated to the United States to alleviate the nursing shortage. More than half of American nurses trained abroad are from the Philippines.
Filipino nurses in Delano said they were called to a special meeting with hospital managers in 2006, warned not to speak Tagalog, and told surveillance cameras would be installed, if necessary, to monitor them. No other language groups were included in the meeting, the lawsuit states.

Since then, workers said, they were told on a daily basis by fellow staffers to speak only English, even on breaks. The workers allege they were targets of undue scrutiny, discipline, harassment and threats over the issue.

The hospital's policy, which requires the use of either English or the patient's preferred language while care is provides, remains in effect, the hospital's statement said, though it has been updated.
As part of the settlement, the hospital also agreed to develop strong protocols for handling complaints of harassment and discrimination; adopt a language policy that complies with the Civil Rights Act; and conduct anti-harassment and anti-discrimination training for all staff with additional training for supervisors.
Delano Regional Medical Center is a 156-bed hospital located about 30 miles north of Bakersfield.

At least 26 Filipino nurses who were evacuated from a strife-torn area in Libya are to be reassigned to Libyan hospitals, the Department of Foreign Affairs said Saturday. DFA spokesman Raul Hernandez on his Twitter account said the Libyan health ministry sought the reassignment of the nurses. "(The Philippine Embassy in) Libya (said) 26 nurses evacuated from Bani Walid (are) to be reassigned to hospitals after (the) Libyan Ministry of Health asked their redeployment," he said. But he did not say what would happen to the other two Filipino workers who had been evacuated last October 4. Last Wednesday, Hernandez said the Philippine embassy in Libya evacuated 28 Filipino "medical and other workers" from Bani Walid to Tripoli. The evacuated Filipinos were brought to the Embassy quarters at the time, he said. Earlier, Hernandez also denied claims there were 22 OFWs who were “kidnapped” in Misrata, Libya. He was referring to the claim of militant group Migrante Middle East that 22 Filipino nurses and medical workers were pulled out from Misrata City amid armed clashes. — LBG, GMA News

For many of us, travel is a luxury we can’t afford. In fact, for others, travel is a mere aspiration. What with all the things that take up the top spots on our priority lists – family members, mortgage, studies, work, rent.

But perhaps, it is about time to reassess things and look at things differently. Instead of aspiring for a dream vacation, why don’t we set a date to make that a reality, and start by saving up for our travel funds. Instead of two to three cups of coffee a day, reduce it to one. You don’t really need that extra cup of tall, non-fat latte from Starbucks, right?

Maybe we can take into heart one of the most-quoted travel quotes of all-time, this one from St. Augustine: “The world is a book and those who do not travel read only one page.” Nobody wants to read just one page, yes?

I confess I am a travel junkie and going to places I’ve never been excites me no end. I’d like to travel more and I always think of my dream destinations, until reality sets in and drags me back to my cubicle.

Frisky 3-a-half-year-old George Haines came into the Singgalot cultural show with his American dad and Filipino mom.

“You can’t be Filipino,” I cracked a lame joke hoping to get his attention and take his photo wearing a ‘Pinoy’ shirt in Sheldon Cooper fashion. He coyly buried his smiling face into his mother’s body.



His parents said George can point out the Philippines on a map and knows the country is somewhere close to Thailand and India. This bright-eyed toddler would later join the chatter and said Philippines “is where lolo lives.”



George was probably the youngest visitor to the Smithsonian traveling exhibit called “Singgalot — the ties that bind: Filipinos in America from colonial subjects to citizens” that day.



On March 8, the day The FilAm came to visit, Stony Brook University’s Charles B. Wang Center in Long Island was crawling with Filipino families and youngsters coming in groups to view the photographs and learn more about Philippine history – the history of their parents’ or at least one of them.



The exhibit traces the beginning of Filipino migration from the time Filipino sailors landed in the 1600s to the present and how Filipino Americans have broken the barriers of poverty, language and race to become accomplished achievers in American society.

The continuous deployment of Filipino science professionals overseas is a “bittersweet” reality that affects the development of research in the country, a study of the Philippine government’s Science Education Institute (SEI) said.

Titled International Migration of Science and Technology Manpower-OFW, the research conducted by the SEI was “an accounting of the temporary Filipino overseas contract workers” under the science and technology category, using data from the Commission on Filipinos Overseas (CFO) and the Philippine Overseas Employment Administration (POEA).

The study accounted the number of overseas Filipino workers (OFWs) in the following occupations:
•physicists, chemists, and related professionals;
•computing professionals;
•life science professionals;
•nursing and midwifery professionals;
•mathematician, statisticians, and related professionals;
•engineers and related professionals; and
•health professionals (except nursing).

It noted that most of the host countries are developed ones, while the sources of workers are the less developed countries.

The salaries of most of the science professionals there are “relatively higher compared to that earned locally by a person with the same profession,” it added.

Most Filipino science professionals, the study found, are deployed in Arab countries, particularly Saudi Arabia and the United Arab Emirates (UAE), where most overseas Filipinos were deployed according to the POEA statistics in 2010.

Three other countries in the same region—Kuwait, Qatar, and Bahrain—are included in the top ten destinations.

Labor Secretary Rosalinda Baldoz said the government would resume deployment as soon as the partial ban has been lifted.

“We are just awaiting the official recommendation from the Department of Foreign Affairs (DFA) for the full lifting of the deployment ban and as soon as we have it we will resume deployment,” she said.

Baldoz said Libya’s Ministry of Health has already informed the Philippine government of its desire to hire at least 1,000 nurses.

“The Ministry of Health in Libya alone is already needing 1,000 nurses and there are 700 other vacancies in other health facilities,” she said.

Of the 700 vacancies, 300 Filipino nurses have already been recruited and are awaiting the lifting of the ban before they could leave for Libya, Baldoz said.

DOLE previously allowed a partial lifting of the deployment ban to enable rehires to return to work.

The number of Filipino workers in Libya has already surged to 3,000 since the partial lifting of the ban.

MANILA, Philippines - The Professional Regulation Commission (PRC) announces that 22,760 out of 67,095 passed the Nurse Licensure Examination given by the Board of Nursing in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Dagupan, Davao, Iloilo, La Union, Legazpi, Lucena, Nueva Ecija, Pagadian, Pampanga, Tacloban, Tuguegarao and Zamboanga last December 2011.

Philippine officials in Switzerland are working with government authorities about the possible entry of Filipino professional and technical trainees to the country.

Ambassador to Switzerland Leslie Baja took up the matter with Federal Office of Migration Director Mario Gattiker last January 17, the Department of Foreign Affairs (DFA) said in a news release on Tuesday.

"The embassy is also looking at the possibility of Filipino nurses entering as trainees, as Filipino healthcare workers who arrived in the 1970s are very well regarded in the country," the DFA said.

Bilateral trainee agreement

The embassy noted Filipinos and Swiss nationals can work in each other's country for a maximum of 18 months and receive training in the field of their choice.

Last January 20, Baja also met with officials of APM Technica, a company manufacturing adhesives in a Philippine Economic Zone Authority (PEZA) zone in the Philippines.

APM Technica regularly brings Filipino trainees to work in its company in Switzerland for 18 months.

Pinoy-developed cancer treatment could mean less pain for patients

A cancer treatment currently under development promises fewer side effects and less pain for cancer patients. Developed by a team led by Dr. Jay Lazaro of the Institute of Biology, University of the Philippines-Diliman, the treatment uses immunoliposomes as carriers of drugs in cancer therapy. It is currently being tested on mice and part of a project funded by the Department of Science and Technology.

"This kind of breakthrough technology is part of DOST’s drug discovery program for 2012,” says DOST Secretary Mario Montejo. “It lists high in the priorities under the Department's antibody molecular oncology R&D in our search for anti-cancer treatments suitable to Filipinos.”

The more common method of treating cancer, chemotherapy, damages normal cells, so patients experience unpleasant side effects such as nausea, vomiting, allergic reactions, fatigue, weight loss, changes in taste and smell, loss of appetite and hair loss. Therefore, a treatment that affects fewer normal cells will result in fewer side effects.

The immunoliposome method coats cancer-treating drugs with liposomes, or microscopic artificial sacs that can be filled with drugs.

The technology is more specific as it targets only cancer cells. Since there are fewer non-cancer cells affected by the treatment, it results in less toxicity and the patient feels less pain.

Earlier this month, the American Cancer Society (ACS) released its annual Cancer Facts & Figures. The 2012 report includes some encouraging facts. Since 1990, the incidence of some common tumors including lung, colon, and prostate cancer has declined. Meanwhile, the rate of seven malignancies, like those of the lower mouth and throat linked to human papillomavirus (HPV), is increasing. The cause of this trend, which many assume is linked to people engaging in more oral sex, is not as straightforward as you might think.

Oropharyngeal cancers refer to tumors of the tonsils and rear tongue, back of the palate and posterior walls of the throat. Like their anatomical neighbors -- malignancies of the larynx, vocal cords, anterior and mid-tongue, other parts of the mouth and lips -- oropharyngeal cancers arise more often in people who drink and smoke heavily. These other head and neck cancers have waned in recent years, probably because North Americans are smoking fewer cigarettes and chewing less tobacco.

The ACS estimates there will be 13,500 new cases of oropharyngeal cancer in the U.S. this year. This includes both HPV positive and negative cases; nearly 11,000 men and over 2,500 women will be affected; some 2,300 will succumb to this condition. Between 1999 and 2008, the rate of HPV positive oropharyngeal cancers by rose 4.4 percent per year in white men and by 1.9 percent per year in white women. Changes among other racial and ethnic groups were not significant, according to the report. The biggest rise emerged in men between the ages of 55 and 64 years.
